A statement from the ministry advises French citizens against traveling to Mocímboa da Praia, Pemba, and Palma, as well as the roads connecting these locations, citing a terrorist and kidnapping threat. The warning encompasses the entire province of Cabo Delgado, including Pemba. The statement references past large-scale terrorist attacks in 2021, particularly in Mocímboa da Praia and Palma, and ongoing actions in various areas of Cabo Delgado and Nampula, leading to a degraded security situation. It notes that many people displaced by terrorist-targeted areas are still not able to return. The advisory also includes districts in Nampula, although there have been no reported terrorist attacks in these areas. The French oil and gas company, TotalEnergies, had previously declared force majeure and suspended activities on its liquefied natural gas (LNG) project in Palma in 2021 due to a major terrorist raid. However, TotalEnergies has expressed readiness to resume operations following improvements in security conditions.
